With extra levels, missions, adversaries, weaponry, and three crime zones, Virtua Cop 2 follows up on the popularity of its light gun-based cops and robbers shooter Virtua Cop. Virtua Cop 2 is divided into three stages: Big Chase, Save the Mayor, and Rail line Shootout, which may be played as an on-rails shooter. Bank heists, city chases, hotels, residences, ports, luxury liners, railroads, subways, and warehouses are just a few of the places where conflict erupts.
The stage selection screen lets you play any level in whatever sequence you like, and after the initial section of each stage, two alternative routes are presented for you to choose from. Axes, knives, handguns, grenades, machine guns, missile launchers, and many other weapons are in the hands of the villains. An airborne (jet-propelled) pack-based boss will appear at the end of each stage, which will feature predominantly missile and plasma-wielding foes. Players can acquire new weapons, such as rifles, automatics, machine guns, magnums, shotguns, and extra lives, by shooting various power-ups. If the player shoots at a hostage, they will lose a life. Optional features include the ability to customize the degree of difficulty and gun looseness as well as to choose from one to nine lives or an endless number of continuations.
